Liberia Reaffirms Commitment to Uphold the One-China Policy

The Deputy Minister for Foreign Affairs, Cllr. Deweh E. Gray, has reassured the People’s Republic of China of Liberia’s unwavering commitment to the One-China Policy, respect for sovereignty, and non-interference as both countries move forward in rebuilding trust.

Minister Gray underscored that this policy was further manifested in January 2024 when President Joseph Nyuma Boakai, Sr., in pursuing more friendly and cooperative policies towards China, reaffirmed Liberia's unflinching commitment to and adherence to the One-China Policy.  The Deputy Foreign Minister emphasized that Liberia will continue to expand development cooperation with China in many areas, focusing on the ARREST Agenda: Agriculture, Road, Rule of Law, Education, Sanitation, and Tourism. Speaking at a reception hosted by China on the theme "Keeping in Mind the Original Aspiration of China-Liberia Relations to Move Forward Together," Minister Gray, on behalf of H.E. Joseph Nyuma Boakai, Sr., the Government and People of the Republic of Liberia, and in her own name, extended felicitations to the Chinese Ambassador and, through him, to His Excellency President Xi Jinping and the Government and people of the People's Republic of China as the two countries reflected on this theme.

Minister Gray recounted that China has proven to be a reliable friend to Liberia over many years. She highlighted that Liberia and China have witnessed significant, comprehensive, and tangible progress in their friendship and cooperation, particularly since the reestablishment of relations between the two governments in 2003. The numerous accomplishments in bilateral relations are a testament to the depth of their friendship. Counselor Gray stated that the bonds of friendship between the two countries transcend mere political cooperation and extend to every facet of their respective national existences. These bonds are reflected in the increased volume of trade and economic relations, the extent of development cooperation, and "people-to-people" engagements.

The Deputy Foreign Affairs Minister pointed out that China's increasingly important role in global affairs, particularly in Africa's development, is commendable. The strong leadership of President Xi Jinping has strengthened China-Africa relations and provided enormous support to Liberia over the years, especially in the areas of health. China has supported Liberia in improving its healthcare system and building capacity in disease prevention and control, which has been particularly important in the context of the Ebola crisis in 2014 and the coronavirus pandemic.

She highlighted major support from China to Liberia in areas such as education, infrastructural development, investment and trade, and cultural exchange. In education, Liberia has benefited from scholarships and training opportunities for Liberian students and professionals to study in China, helping to build human capital and enhance skills development in Liberia. “In infrastructure development, China has been involved in various projects in Liberia, including the construction of roads, bridges, and ports. Notable projects include the EJS Ministerial Complex, which now houses several government ministries and agencies, the upgrading of the Liberia Broadcasting System, the Jackson F. Doe Memorial Hospital, and the renovation of the Samuel Kanyon Doe sports complex, among many other development initiatives”, Deputy Minister Gray noted.

In investment and trade, Liberia has seen significant Chinese investments, particularly in the mining and agriculture sectors. These investments have helped create jobs and stimulate economic growth in the country. In cultural exchange and people-to-people ties, China has supported cultural exchange programs between Liberia and China, including hosting cultural events and sending cultural delegations to Liberia. These efforts have helped strengthen the relationship between the two countries at the grassroots level. On a personal note, Mr. Ambassador, the Government and people of Liberia recognize with appreciation your personal contribution to the existing and flourishing relations between Liberia and China. You have been instrumental in motivating your government to increase its technical and economic assistance to Liberia and have remained committed to promoting the socio-cultural development of our two nations.

Mr. Ambassador, as we thank the Government and people of your great country for their continued support of our development agenda, we are even more hopeful for brighter and more promising Liberia-China relations. In conclusion, she conveyed profound gratitude and best wishes to His Excellency President Xi Jinping for his continued good health and to the people of the People's Republic of China for the blessings of peace, prosperity, political cohesion, and sustained economic growth. She concluded with a toast to enhanced cooperation between Liberia and the People's Republic of China and to the prosperity of both countries.
