
Foreign Ministry Unveils Service Delivery Charter to Enhance Public Accountability and Service Efficiency
The Ministry of Foreign Affairs of the Republic of Liberia, is pleased to announce the launch of its Service Delivery Charter (SDC). This initiative aims to provide the public with comprehensive information about services offered at the Ministry, to enhance the relationship between the Ministry, the citizens of Liberia, the international community, and strengthen accountability within the Ministry’s operations. On January 2025, His Excellency Joseph Nyuma Boakai, Sr., President of the Republic of Liberia, launched the ARREST AGENDA for Inclusive Development (AAID) as a five years strategic vision for achieving prosperity for all Liberians as part of his government’s commitment to improving economic growth and service delivery. In the frame work document, The Minister of Foreign Affairs, signed a performance contract which outlines key performance targets for the Ministry, including the development and publication of the Service Delivery Charter and improvements in the Passport & Visas Division to enhance efficiency and credibility.
Our Key Services and Commitments are:
Passport Issuance Regular Passport: Processed within 7 working days. Expedited passport: Processed within 24hrs.
Visa Issuance (at Embassies) Regular visa: Issued within 7 working days.
Expedited visa: Issued within 3 working days.
Filing of Articles of Incorporation: Done within 15 working days.
Consular Services at Foreign Missions: Provided within 10 working days.
Attestation of National & Legal Documents (Apostille Certification): Completed within 5 working days.
New Practice:
- Appointment slots have been extended to a five-hour window from 7:00 AM to 12:00 PM to accommodate more applicants and reduce overcrowding during peak hours.
- Reduced Wait Times: The spread of appointments throughout the morning has significantly reduced congestion at the passport office.
2. Change in Passport Pickup Process
New Practice:
Passport pickups are now organized alphabetically by applicants’ last names. Dedicated counters have been set up for different alphabetical ranges WHICH ALLOWS APPLICANTS TO PRESENT RECEIPTS AND SIGN FOR PASSPORTS FROM 12 NOO TO 4PM DAILY.
3. Change in Interview Procedures
New Practice:
Joint Interviews are now conducted by immigration officers and passport interviewers, consolidating the process into a single session. THIS PROCESS ENSURES PROPER CROSS-CHECKS AND SAFEGUARDS APPLICANTS FROM BEING COARSE OR TREATED INCONSIDERATELY.

This initiative will allow us to serve the citizens of Liberia and our foreign counterparts more effectively and transparently." This new initiative supports the Ministry’s overarching vision to represent Liberia’s external interests, safeguard the nation's sovereignty, and promote unity and peace both domestically and internationally.
